Is it possible to restrict Hiring Manager access to only see candidates on their reqs?

We are looking for a solution to restrict hiring managers access to see candidates on reqs that are their reqs. Right now this is achieved with a filter. But if the HM removes the filter they can see all reqs and candidates on reqs that are not directly tied to them.

If this cannot be achieved at the permissions level, is it possible to restrict the ability of HMs from changing that filter?
