Move condition for Move to HR Phase after offer acceptance not working

We are trying to add a condition using fast formula so that the automatic Move to HR step happens only if the condition is met. But the condition move to HR step happens even after the condition is false.

We have added 'move to HR' action in offer accepted phase. We want to add a condition that move to HR happens only if the candidate accepts the offer themselves. But as soon as the offer is accepted, the Move to HR action happens even if the offer is not accepted by the candidate and is acceppte don behalf by the recruiter.
