Can you send Job Offer Draft Done email to Recruiter only

Summary:

I need the alert "IRC_JobOffer_DraftDone" to just go to recruiter, I found a spreadsheet showing all the "Recruiting Tokens for Alert Notifications" and seems that "JobOfferRecruiterEmail" isnt available in Draft done, can someone please clarify? It lets me create it in alert composer but no idea if it will do anything.
