Invoice approval using BPM and between operator does consider the limits in between operator or not?

We have invoice approval rules based on invoice amount and using between operator. Does rule conditions with between operator includes the limits in between operator? For example;

Rule 1 Condition : Invoice amount < 30000

Rule2 Condition : Invoice amount is between 30000 and 75000

Rule 3 Condition : ınvoice amount 75000

If invoice amount is 30000, or 75000, is Rule 2 selected, or receive error as no rules find?

Infect we already received error for invoice amount 30000, and overcome it defining a Rule 4 for =30000.
