Element with automatic eligibility is not creating element entries after HDL people group update

Element has automatic eligibility based on people group entries. Using HDL to create the people group entries does not trigger the process to create the element entries.

We have some recurring allowances that are maintained using People Group entries. The element has automatic eligibility based on the people group entries.

When an employee has their people group updated via the UI, the element is automatically created or ended. But when we update the people group through HDL, nothing happens at all.

Is this a feature? If so, is there a workaround? Does this work if you use HSDL instead of HDL?
