Make supplier qualification responses provided via the external registration form visible to all

We have a qualification team. We want all members to be able to assess / manage the qualification generated on the back of the Supplier responses via the external registration form

Scenario:

1. Supplier registers itself via the external registration form.
2. Supplier responds to the qualifications in the form.
3. The resulting initiative can only be assessed / managed by the user specified as the owner in the rule set under Default Information -> Assignment Rules
4. We need the whole team to be able to assess / manage that initiative - how can we achieve this?
