We have a couple of companies whereby we have closed the business and the employee shave been paid final pay and made leavers. However, we are unable to advise the HMRC of a cessation date, as

we still need to keep the PAYE scheme open to submit the P11d and PSA data and payments.


What is the standard process to generate zero FPS to HMRC within Oracle to prevent the HMRC issuing penalties for non-submission of FPS? I have tried to generate zero FPS, but it does not produce anything and fails the online submission process, we are also unable to generate a zero FPS via basic tools as advised by HMRC. This would need to continue until we have submitted both the P11d and PSA elements to the HMRC, and at that time we would be able to advise the HMRC of a cessation date.
