Merge Option in Maintenance Program.

Need some clarification regarding Merge option in Maintenance program.

We have two Work definitions consist of below Operations:

Now when we use Merge option in the maintenance program:

Q1) It creates a single WO where it consist of 11 Operations (3 + 8) here Operation1, Operation2, Operation3 repeats twice. Since Operation1, Operation2, Operation3 is common between two WDs so should not those three operations get clubbed and finally on the WO we should have only 8 operations?

Q2) How the operation sequence gets decided in the WO? When the Work order gets created clubbing all the operations from two WDs, what logic system uses to arrange the operations of two WDs in the WO.
