Create categories which will be accessible only to the HR and restricted to the employees.

Content (required):

There is a client requirement to create several categories which could be used by only HR people, employees should not have access to it. Employees should not be create, update, modify SR with these categories.

Is there any OOTB solution or any other possible customization to achieve this requirement?
