How to allow employee access to "Edit" and "Reorder" buttons in Update Personal Payment Methods?

Summary:

We are looking at implementing the Update Payment Methods quick action for associates to update their personal payment methods. Is there a way to allow associates to reorder/edit their payment methods regardless of whether they have the same start/end date? We are concerned that not having this functionality would stop us from being able to implement access to the quick action (we currently give them access to the old UI where they can edit/reorder any account).
