value set security for BSV and BU data access

In case value set security is enabled at Balancing Segment level. How does it impact AP ? In case AP roles are already governed by BU Data access.

In AP roles are provisioned with data access based on specific BU. Hence specific Users having specific roles can create Invoices for that BU only in AP. Now Balancing Segment value set security is enabled. Conditions and policy added in value set security contains only GL specific roles. will this impact AP users. For example in case Policy or condition do not include AP or other subledger roles. Hence access to specific balancing segment is restricted in AP.
