Hide Before You Enroll page from enrollment flow

Summary:

We have a request from a client to hide "Before You Enroll/People to Cover" page from the enrollment flow. They want the flow like this: Make Changes/Start Enrollment, Program landing page.

Note: The client does not maintain contacts/dependents/beneficiaries

I understand that it is not possible as "Continue" button on Before You Enroll/People to Cover page evaluates the enrollment opportunities of the employee. However, curious to know if anyone tried :)
