Provide Manage Job Offers access to recruiters

Hi,
We are trying to provide recruiters access to the Manage Job Offers quick action page under My Client Groups but even after adding "Address Job Offer (ORA_PER_ADDRESS_JOB_OFFER_DUTY)" the quick action is not visible.
