#filter issue

I am trying to use a #filter command in my Rate and Review email in order to loop the item module as many times as needed to display all the items purchased. Has anyone worked with a #filter? I'd welcome any suggestions when it comes to troubleshooting this!

I have set up the campaign, but I'm getting an error when I try to preview or proof it:
