Update user Information using Custom event API in Responsys

Hi ,     We have a requirement where we need to use merge rules in the Custom event API. Is there is any possibility ?. We want to Update the user information as well as we need to send the Email or SMS with the Updated user details. But in the Custom event , I can trigger with User Identifier by using Custom event but I am not able to use Merge rules . Is there any way to address this need?
