A new IP

Hi all, A customer wants to start to use a new IP in Responsys. Should they create a SR to let us know to inform us IP number? or is not it necessary? their contract includes: Oracle Responsys Unique IP Address Cloud Service-IP Address - BUI # B77855.  (quantity: 5). They are using only one. thanks!!!
