How to stop emails being skipped on send out?

I've uploaded my small data list of opted in subscribers, with all the emails verified as working as we contact them regularly. When I come to schedule a send out, over 30% of the emails get skipped. How do I find out why they have been skipped? What steps can I take to stop them being skipped?
