launching campaigns via the scheduled filter in a program

Hi

I have a 3 campaign templates that I'm running test on.

We are going to launch each the campaigns via a program

The goal is to ensure that each filter is equally represented across all three campaigns. See below

My question is since the filter is present in the Program do all three have to appear as well in the campaign or should the Audience Selection in the campaign be an Zero include filter
