RPL Skips in Subject Line

We are setting up a program and have set it up to send a series of emails - one per week - for 5 weeks. We have added RPL to "skip" sending certain emails to individuals based on criteria in their profile. We have added the skips in the subject line of the email. We have elapsed timers set to 1 week in between each email. My question is - if an individual is "skipped" and doesn't not receive email 2 for example, would Responsys wait 2 weeks before sending email 3? Or would the RPL code skip the timer
