Multiple campaigns in a program - one I want to throttle the release

Good afternoon

I have multiple campaigns in a program - I want to throttle the release of one of them to 5,000 per hour.  I tried to set the throttle in the workbook but since the campaign is scheduled through the program it doesn't appear I can save the settings.  Anyone know a work around?
