Ph# vs Email as Unique Identifier

Topliner Community,

Does anyone have experience or a recommendation regarding using ph# vs email as the unique identifier? 

In certain countries (China) it's more common for ph# than email to be the unique identifier.  Is it possible to account for this in Eloqua?  If so, how can it be done?
