Looking for Lead feedback ideas

We currently have Eloqua and Oracle Sales cloud that are integrated. Today we are sending the sales reps lead contacts via email as an interim process until they implement the Leads module in Sales cloud. The problem is we are not getting any feedback as to the quality of the lead.

Has anyone built a landing page or something that the sales rep could access to provide feedback?
