Landing page not using style sheet

I inherited a subscription landing page and it isn't being displayed with the style sheet that I'm expecting.  I have other (thank you) landing pages that look fine.  Both of these pages have very similar HTML code prior to the body text. Any pointers where to look to resolve this? Getting to the landing page is a result of clicking on a button in an email with a blind form submit.
