Eloqua Random Select (nth) for segments

in Eloqua

1 feature I can't stand that is missing is being able to select a particular amount of contacts to send in a campaign. For example, if I only want to send 50,000 emails for a campaign where the available contacts is 200,000.

I know I can use a segmentation query using Eloqua ID, but that is not precise, and takes too long to try to figure out. (and I know I can export and use Excel to randomly select)

Anyone know of a better solution? Or even an APP to use with Eloqua?
