Ensure user is a contact prior to viewing item

We are issuing a series of RFPs in and need the functionality to capture the user's contact info prior to them viewing the RFP.

I know we can create a LP with a form to capture the info and then redirect to a LP with the RFP but doing this user can copy and share the link to the LP with the RFP.

We need a solution that checks if the user is registered prior to loading the the LP with the RFP if they aren't registered they cant see the contant and are directed to provide their contact info.  Is this possible in Eloqua?
