Click by Time of Day - which time zone?

In the new email dashboard we have a Clicks by Time of Day map.

Question 1: It appears that the clicks are relative to a single point of reference, instead of the recipients time of day.  Can someone confirm this?

Question 2: What is the time zone for the times of day on the map.  Mine, GMT, or some other reference point?
