Eloqua Program Canvas Issue - Delayed Program Feed

Our team recently noticed a delay in the time it takes for Contacts to be added/moved to Program and Campaign Canvases.

For example, we have Forms where a Processing Step will feed Contacts to a Program Canvas upon submission. But when looking at the Contact's activity history we can see that there's a 30-45 minute gap between the time they submitted the Form and the time they were added to the Program.

Similarly, we have a 3-4 Program flow where Contacts move through each Canvas using the "Move to Program" step. Contacts will exit the first Program, fall into a "black hole" for 30-45 minutes, then go into the next Program. Same thing with Campaign Canvases.
