There was a recent update to Peter Lowe's list which is utilized by Ublock Origin(a cross-platform browser extension for content-filtering, including ad-blocking) .
Ublock Origin is set as a default setting for Google Chrome. Eloqua was recently added to Peter Lowe's list which Ublock uses as a basis to decide what hosts are "advertiser's" or in other words on the black list. Essentially, everyone who uses Chrome and clicks a link containing this code (elqTrack=true) will receive a big scary warning message in the browser, which does a very poor job of explaining why the user is receiving it (screenshot below).
