Consume REST API of an external system from Eloqua Marketing platform

Hello,

I'm new to Eloqua and quite frankly have not done any development work for this platform.  I have been asked to look into interfacing with vFairs to push and synchronize registration data with their service.  They do have public REST API available for which documentation can be found here:  https://docs.google.com/document/d/1QnqA8_lidN-CWnyhQJJ8yO6VaoBwT7d8T1yBIfzwjxU/edi

I was wondering if anyone can point me to any documentation or examples on how one would go about configuring/developing an interface between these two systems based on the REST Web Services available.  The use of select REST end-points from the vFairs API which will be needed for our purposes should be available to our staff at various steps in the marketing campaigns being developed.
