HTML in a merge field

Hey team,

I hope all is well.

I have been working on getting a unique hyperlink to merge into a href tag for the purpose of sending a unique survey link- see screenshot below- my <span> tag is sitting in my <href> tag.

However, I have been having trouble getting this to work across OS and devices

This does work in my Gmail on Windows, Mac, and Mobile

This does not work in my Outlook on Mac and Mobile (which is an iPhone 7)

Is there something I'm doing wrong or is this the part where I bring in the dev team.
