Salesforce Integration App- and Salesforce created app

Hi All,

I have a question. while setting up the Salesforce integration  app.Is there any requirement for the below rule to be met .

1, The eloqua user who installed the app should also have to create the created app in Salesforce to view the created app in the eloqua sale force integration interface to get the consumer key and consumer secret,

or the created app can be created by any Salesforce admin and I just get the consumer key and the consumer secret and plug it in.
