Is it possible to have the Eloqua campaign ID dynamically populate in the URL of an Eloqua Landing Page link within an email?

Use Case:

Most of our event follow-up emails include a CTA of "please give us your consent" or "contact us" and drive to generic Eloqua landing pages where people can request contact or verify their consent.

So the unique campaigns get credit for the form submissions they drive, the generic ELQ landing page URL we use in our emails is appended with the elqCampaignID, like this example: [www.microsite.com/ContactUsURL]?elqCampaignId=7431

Instead of choosing to give event registrants a CTA of "contact us" or "please give us your consent," we want to use dynamic content to populate the most applicable CTA. We would like to create one dynamic content asset to use in all of our follow-up emails, but I can't find a way to do that while also being able to append the appropriate campaign IDs on the CTA links.
