Eloqua Cloud App - Content Service

I've created a content service in a cloud app. It contains one line of php code which would return the timestamp of EMEA region country (NL).

I used this cloud content in WYSIWYG email editor and got the code (tag) of it and saved the email. Now, I've create a footer and used this Cloud content code (tag) into it. When I try to use this footer in another email and send the test/ deploy the email, the email is not being sent. There is a delay sometimes in receiving the email. When I check the app log, I don't see any error message.
