Location in Recruiting Department Selector is Missing

Need new location to appear in Department Selector List within Taleo Recruiting

A new location was created in Oracle.  Through a process, it was exported to Taleo and appears in the list of locations within the Configuration area of Taleo; but in the Recruiting area of Taleo, it doesn't appear in the department selector list when creating a posting. 

What step is missing?  

Also, an older location changed its address and city name, and this revised location isn't showing in the department selector list either.

How do we fix this?
