Dynamic block, blank content left a 10px height block instead of disappearing

Dear Eloqua experts,

I had a dynamic block based on country, it should be blank for Australia (no content) and content for New Zealand,

but the dynamic block create a 10 pixel height row in Australia email, how to change this to get rid of the blank space for no content.

Could you help me with any solution?
