Does Eloqua or any of its partners or Infinity collect location of where a mails is opened or a link

Customer looking for automated solution to collect contact location.

I have an events customer who are organizing in-person events post-Covid. Contact data has work location for contact but not home location. Large % contacts WFH and contact wants to market to contacts on place of work and not employer address and plan events accordingly e.g. Work Address City of London but large % WFH in Surrey or Hertfordshire.
