Contacts stuck in Create Lead Integration Event Step in Program Builder

Is anyone running into issues with contacts getting stuck in a Program Builder step that pushes a new lead over into the integration CRM system? I'm seeing this happen with two programs. External call testing passes but the contacts are "awaiting action" inside the step.

We have other external calls running in the program which are working fine. Anyone got any ideas?
