Email Solution for Transactional/Business emails

We use Eloqua for marketing emails. Our organization has a need for a tool that is more geared towards transactional/business emails (not "commercial" emails as defined by CAN-SPAM). Does anyone have any experience with a solution like this?

Has anyone every used Oracle Cloud Infrastructure (OCI) Email Delivery for these types of communications?

I'd love to hear what types of experiences people have.
