Does Eloqua have serious performance issues lately?

Are other Eloqua users also seeing a rough week and lots of server issues this week? We encountered problems with campaigns that were not launched on time due to server downtime, errors when accessing assets for persons with the same permissions, or finally with broken rules for sending reports Insigths, which stopped sending reports on its own.

All this in the last 7-10 days. Is there any more serious work being done on the system, why these sudden problems related to the operation of the system?
