Program to stop competitors from flowing into Salesforce

I'm looking to see if anyone has made a program that prevents competitors (their domains) from going into Salesforce from Eloqua.

If so, what was the mapping of it?

I already have their domains on the master exclude list for being sent emails, but if they go on the website and download something, they will still be entered into Eloqua/SF.
