Guided Journey's under Me

Is there a journey that can be created and doesn't have to be assigned to anyone it just shows under multiples employees' tile if they need guidance? For example, we want to show tutorial how to change tax withholding can a journey be created that shows that and would show under everyone's journey under Me?

We are trying to figure out if Journey's is what we need we want to create procedures for things such as changing taxes, change direct deposit, etc. that all employees can access at any time in Fusion is that a function that Journey's would do?
