Daily FYI Notification not working in GL Module

Summary:

We have setup a rule for sending FYI notifications to the user who created the journal if there are no attachments on the Journal batch. This seems to work as expected, but we want this FYI notifications to be sent on a daily basis until an attachment is added but that is not happening, even though we configured the same in 'Notifications' tab in BPM rules.

For Testing purpose we set it up to repeat reminders for 6 times After assignment for every 1 minute. So we were expecting 6 FYI notifications in the span of 6 minutes for that particular day, but no notification got generated.
