Cannot Modify Prompts/Filter on Custom Recruit-to-Hire Dashboard

Summary:

An administrator in our organization copied the seeded Recruit-to-Hire dashboard and made some changes to it.

We now want to modify one of the page prompts / filters. When going to save the change, we get the following error ...

"In-place customizations are not allowed on factory delivered content. Save your customizations in /shared/custom or non factory delivered folder."

I'm confused. This dashboard is already in a shared custom folder. Why would I be getting this error?
