How to upload bulk offers in ORC system with the approved/ accepted status?

This is in regards to the new functionality of uploading the offers using HDL. We are testing it out but currently the offers are uploaded in draft status.

So we wanted to check that how can we upload the offers with Approved/Accepted status in ORC system.
