Is Calculation Card and Association Details Supported with Oracle HCM REST API

We have a requirement to update Tax Reporting Unit and Association Details located in Payroll - Calculation Cards for new hires that are integrated and created using Oracle HCM REST API.

Goal is to update the Tax Reporting Unit and Start Date and then the Association Details which also has the start date and Assignment (Assignment Number)

We found the Update Tax Reporting Unit /hcmRestApi/resources/11.13.18.05/payrollRelationships/{payrollRelationshipsUniqID}/child/payrollAssignments/{payrollAssignmentsUniqID}/action/updateTRU and found you need use the look up to get the id for tax reporting unit. Although we have not successfully updated it. We are getting this error which doesn't make a lot of sense to me. "State, county, or city components of the address are missing. Verify the setup of the home and work address."
