Goal plan Fast formula Excluding positions

Hello,

Am trying to build fast formula for Goal plan Eligibility Profile based on Positions and DFF LOV

When am choosing specific Value (DFF) on position this person will be eligible other not, it's compiled but Employees are not eligible to it although they are assigned to the correct position with correct LOV

Please advice.

This is the used Fast formula:

DEFAULT FOR PER_ASG_POSITION_NAME IS ' '

DEFAULT FOR PER_ASG_ATTRIBUTE2 IS ' '

 IF (PER_ASG_POSITION_NAME != 'Onshore Operations Manager')

AND (UPPER(PER_ASG_ATTRIBUTE2) = 'OFFICE')
