Creating a Banner on Taleo Career Log in Page

Creating a Banner to advise Candidates that the Career Page will be moving to ORC on internal Log in Page.
Content (required):
We will be transitioning to ORC in the coming weeks and would like to add some content to our Taleo Internal Career log in page that informs the Candidate that they will no longer have access and that there will be a new site or something to that effect. I'm not seeing anything in configuration that will accomplish what we are looking to do. Our Marketing Team looked at our Branding file and did not find any files related to the log in page. I understand that we can put the career section in Maintenance mode, but by doing this
