Can we create a Requisition with destination expense, for item not assigned to any Inv org?

We are trying to create a purchase requisition for items that are not assigned to any inventory organization. Is this even possible?

Our need is the ability to create purchase requisitions to suppliers with the destination type "Expense". But we would like to create these requisitions for items are not assigned to any of the inventory orgs, other than just adding the item to the GLOBAL_MASTER only (Item Organization).
