How to restrict users only to charge the item not reverse in Report Resource Transactions

Summary:

We want to allow certain user to do only charge the item and we don't want them to reverse the item. As i checked, the previlege Report Maintenance Material Transactions allows users to view the option Report Material Transactions task but i can't find any previlege for reverse alone.
