Has anyone successfully been able to use Web Services to connect with an SMS service to text candidates?

I am looking to see if anyone has been able to successfully use the Taleo Open API or Web Services to allow an SMS service to text candidates based on statuses in a CSW.  If anyone has been able to do this, would they mind sharing the steps they took to do so.  My organization uses a text messaging service across multiple platforms and we now are looking to use it to reach candidates.  Any help is appreciated.
